That is usually the built-in microphone by default, unless you are using a separate external microphone with the Mac. Note that Voice Memos on Mac will record audio from whatever the selected audio input microphone is on the Mac.
You can also save voice memos as audio files on the Mac but it’s done either through drag and drop or sharing.
As of writing, there does not seem to be a setting for setting local storage versus iCloud storage for the Voice Memos. Remember, any voice memos recorded here on the Mac will also be available in the Voice Memos app on iPhone or iPad too, and vice versa.

Earlier versions of Mac system software can instead use the QuickTime audio capture approach for recording sound as discussed here. The Voice Memos app is only available on modern MacOS releases, meaning anything beyond MacOS Mojave 10.14.x will have the feature.
